Japan ist in Aufruhr: Der Gouverneur des Landes wurde in der Öffentlichkeit brutal erschossen. Die CIA setzt Travis Hunter auf den Fall an. Der eigensinnige Ex-Agent praktiziert zwar unkonventionelle Ermittlungsmethoden, doch gilt er als Experte der japanischen Kultur und ist mit den Strukturen der Jakuza, der größten kriminellen Organisation des Landes, vertraut. Um Travis im Zaum zu halten, wird ihm der regeltreue Agent Sean zur Seite gestellt. Dank der dubiosen Kontakte des Ex-Agenten erfahren die beiden Ermittler schnell, dass innerhalb der Jakuza ein Machtkampf zwischen Jung und Alt herrscht. Der junge Kuroda will die Gruppe in ein neues Zeitalter führen und gemeinsam mit den chinesischen Kollegen ein riesiges Drogenkartell errichten. Travis und Sean läuft die Zeit davon, um den grausamen Kuroda aufzuhalten, bevor weitere Unschuldige zu Opfern der Auseinandersetzung werden.
