Im Mittelpunkt von «A.C.A.B. - All Cops Are Bastards» steht eine eingeschworene Truppe von italienischen Bereitschaftspolizisten. Kern des Teams sind Cobra , Negro und Mazinga . Die drei und ihre Kollegen müssen Woche für Woche den Kopf hinhalten, um randalierende Fussballfans, Autonome, Streikende oder gewaltbereite Demonstranten zu zügeln. Wann immer sich der Zorn dieser Gruppen entlädt, richtet er sich gegen jenen Puffer, der zwischen den Fronten steht. Ob die Bereitschaftspolizisten nun in Fussballstadien zwischen gewalttätigen Hooligan-Fraktionen wachen, aufgebrachte Demonstranten beruhigen sollen oder Ausländer vor den Überriffen rechtsradikaler Schläger zu schützen versuchen: Ihre Einheit wird von allen angefeindet und steht im Dauerkreuzfeuer von Politik und Bevölkerung.
Ein Privatleben gibt es für diese Polizisten längst nicht mehr. Ihre «Familie» ist das Corps, und so stösst jeder Ermittler, der wegen Gewaltsmissbrauch gegen die Bereitschaftspolizisten ermittelt, auf eine Mauer des Schweigens. Niemals würde man einen der Kollegen verpfeifen. Lieber fälscht man Berichte und vertuscht alles, was den Nebenmann ans Messer liefern könnte. Der undurchdringliche Corpsgeist erhält aber Risse, als mit Adriano ein junger idealistischer Beamter in die Truppe aufgenommen wird. Dieser ist nicht mehr bereit, die Gewaltausbrüche der Kollegen unter allen Umständen zu decken. Zudem gerät Cobra in einen Gewissenskonflikt, als er seinen Sohn in den Reihen einer Rechtsextremengruppe entdeckt, welche die Polizei mit allen Mitteln herausfordern will.

Alle Bullen sind Schweine lautet ein Slogan, der ursprünglich von englischen Skinheads in den 1970er Jahren benutzt wurde, sich aber schnell unter Hooligans auf den Straßen verbreitet hat. Die Polizisten Cobra , Negro und Mazinga werden einer handverlesenen Gruppe von 70 der besten mobilen Polizeikräfte in Rom zugeteilt. Dort werden sie täglich mit sinnloser Gewalt und Verachtung konfrontiert. Ihre Aufgabe ist es, die Gesetze durchzusetzen und die Ordnung wieder herzustellen....
