Chicago in den 1930er-Jahren: In den USA sind Herstellung, Verkauf und Konsum von Alkohol verboten. Da kaum jemand auf seinen Whiskey verzichten will, blüht in Grossstädten wie Chicago der Schwarzhandel mit dem flüssigen Gold. Unangefochten herrscht hier Al Capone (Robert De Niro) über den illegalen Schnapshandel. Seine Stellung sichert der Gangsterboss mit äusserster Brutalität. Mit dem Schmieren von Politikern, Beamten und Polizisten hat er zudem ein undurchdringbares Netz von Korruption und Verrat aufgezogen, dem die Staatsgewalt nichts entgegenzusetzen hat. Erst als der idealistische Cop Elliott Ness (Kevin Costner) den aussichtslosen Job annimmt, belastendes Material gegen Al Capone zu sammeln, gelingt es, Bewegung in den Fall zu bringen.
Die ersten Aktionen des unerfahrenen Polizisten gehen aber gründlich daneben. Um einen wirklichen Durchbruch zu erreichen, muss Ness zuerst eine kleine, loyale Truppe zusammenstellen. Mithilfe des älteren Polizisten Jimmy Mallone (Sean Connery), des Scharfschützen Giuseppe Petri (Andy Garcia) und des staatlichen Buchprüfers Oscar Wallace (Charles Martin Smith) reizt er den ungehemmt mit seinem Reichtum protzenden Al Capone bis aufs Blut. Es dauert nicht lange, bis der schwergewichtige Gangsterboss seine Häscher ausschickt, den ihm lästigen Trupp den Garaus zu machen. Es kommt zu einer blutigen Auseinandersetzung, während der lange unklar bleibt, wer schliesslich die Oberhand behalten wird. Für "Die Unbestechlichen" versammelte Regisseur Brian De Palma ("Mission Impossible") 1987 vor und hinter der Kamera einige der versiertesten Personen, die Hollywood damals zu bieten hatte.
Für das Drehbuch zeichnete der bis dahin vor allem als Theaterautor hervorgetretene David Mamet ("Oleanna") verantwortlich. Die Musik steuerte Komponistenlegende Ennio Morricone bei, die Kostüme stammten von Armani, und für die Hauptrollen verpflichtete man Stars nur aus der allerersten Riege. So überzeugen vor allem Robert De Niro als Al Capone und Sean Connery, der den aufrechten irischstämmigen Polizisten Jimmy Mallone mimt, mit eindrücklicher Präsenz. Aber auch Kevin Costner, der damals, zusammen mit Andy Garcia, am Anfang seiner Karriere stand, weiss sein Image als standfester Mister Nice Guy ausgezeichnet einzusetzen. Der opernhafte Inszenierungsstil De Palmas gipfelte in einer Hommage an die Treppenszene aus Sergej Eisensteins Stummfilmklassiker "Panzerkreuzer Potemkin", die seitdem selbst zum Gegenstand der Filmgeschichte geworden ist. Die schauspielerische Leistung Connerys wurde ebenfalls honoriert, und so erhielt der Schotte 1987 endlich den längst verdienten Oscar als Bester männlicher Nebendarsteller.

Al Capone (Robert de Niro) ist der Boss im Chicago der Prohibition Anfang der 30er Jahre. Gewalt, Mord, Alkohol sind seine Waffen. Als bei einem Attentat ein Mädchen stirbt, ist er zu weit gegangen. Der junge Beamte Eliot Ness (Kevin Costner) rüstet zum Schlag gegen Capone und seine Mafia. Doch die Polizei ist korrupt und Ness zu unerfahren. Bis er die richtigen Männer, darunter Jim Malone (Sean Connery) trifft. Al-Capone-Darsteller Robert de Niro hatte vor Drehbeginn nicht genügend Zeit, um das zusätzliche Körpergewicht zu erreichen, das er für die Rolle des korpulenten Capone brauchte. Deshalb musste er Polster und Kissen tragen, um den gewünschten Effekt zu erreichen.
